On Sunday morning, President Donald Trump announced on Truth Social that the U.S. Navy would begin blockading ships attempting to pass through the Strait of Hormuz. It was a dramatic declaration, and a confusing one, given that Trump has spent weeks demanding Iran reopen that very same waterway unconditionally. So what is actually going on?
"Effective immediately, the United States Navy, the Finest in the World, will begin the process of BLOCKADING any and all Ships trying to enter, or leave, the Strait of Hormuz," Trump wrote. He added that at some point the strait would return to being fully open in both directions, but placed the blame for the current situation squarely on Tehran.

The Strait Is Not Exactly Closed
Here is where things get complicated. Iran has not fully shut down the Strait of Hormuz. Instead, it has been selectively letting tankers through, for a price. According to a report from CNN, ships seeking passage have reportedly been charged tolls of up to $2 million per vessel.Crucially, Iran has been allowing its own oil to move freely throughout the conflict. According to data and analytics firm Kpler, Iran exported an average of 1.85 million barrels of crude per day through March, roughly 100,000 barrels a day more than in the previous three months.
That detail matters enormously when trying to understand Trump's move.
Why the U.S. Has Been Looking the Other Way
Despite sanctioning Iranian oil on and off for decades and blocking Iranian crude sales since walking away from the Iran nuclear agreement in 2018, the Trump administration has until now allowed Iranian tankers to keep moving through the region. The reason is straightforward: any oil flowing out of the Middle East right now helps keep global prices at least somewhat manageable.In fact, the administration went a step further in March, granting a temporary one-month license allowing Iran to sell oil that had been sitting idle on tankers at sea. The waiver freed up roughly 140 million barrels of crude, enough to satisfy the entire world's oil demand for about a day and a half, according to the U.S. Energy Information Administration.
The optics, however, were odd. The license effectively allowed Iran to sell sanctioned oil and use the proceeds to help finance its war against the United States and its allies. Iran was not exactly selling at a discount either, its crude was fetching a premium of several dollars above the Brent crude international benchmark.
A Balancing Act That Is Getting Harder
The Trump administration has been threading a difficult needle since the conflict began: wage a war against Iran while simultaneously trying to prevent that war from sending gas prices through the roof at home. Public anger over surging fuel costs has been a persistent pressure point.To manage prices, the administration has pulled multiple levers. It coordinated a historic release of emergency oil reserves across multiple countries and removed sanctions on hundreds of millions of barrels of Russian crude last month as well. The goal each time has been the same, flood the market with enough supply to offset the disruption caused by the war.
So Why Blockade Now?
By threatening to cut off the strait entirely, including to Iranian oil, Trump is reaching for his most aggressive economic lever yet. Shutting off Iran's oil exports would sever a critical source of revenue for Tehran's government and military at a moment when the administration appears to want to maximize pressure to end the conflict.The risk is significant. A full blockade of the Strait of Hormuz could send oil and gas prices sharply higher around the world, the opposite of what the administration has been working to prevent. It is a high-stakes gamble: inflict enough economic pain on Iran to force a resolution, even if countries around the world feel some of that pain at the pump in the process.
Whether it works, or simply makes an already volatile situation worse, remains to be seen.
